On September 27, 2023, the Bureau of Standards, Metrology and Inspection (BSMI) under the Ministry of Economic Affairs (MOEA) of Taiwan announced revised inspection regulations for portable air conditioners. These changes aim to enhance safety and efficiency standards for these appliances.
Portable air conditioners with a rated voltage below 250 V must now adhere to the following standards:
Additionally, if the product incorporates secondary lithium batteries, the single cells (including single cells in the battery pack) must comply with CNS 15364:2013, and the battery pack must meet CNS 62133-2:2018 Sections 7.3.8.1 (Vibration) and 7.3.8.2 (Mechanical Shock) standards. Products must either adhere to these or the latest national and international standards, supported by verification documents or test reports from accredited agencies or laboratories.
Exemptions from the "Air Conditioning Capacity Test" item in Section 5.1 of CNS 18326 are granted to products that do not use compressors for their refrigeration systems.
Products are exempt from inspection if they:
Starting from January 1, 2025, both imported and domestically produced listed air conditioners will undergo batch-to-batch inspection for type approval or dual verification and registration. BSMI is accepting applications for type approval or verification registration from the announcement date. Products undergoing batch-to-batch inspection must first receive type approval certificate and submit for inspection before import or factory shipment. Verification registration entails a product verification registration certificate issued upon BSMI review.
Applicants for a certificate from the BSMI from the date of announcement must provide a type test report of the inspection standard, restricted substance content location information, and a restricted substance content indication statement. Certificates issued prior to the implementation date will be valid from January 1, 2025, to December 31, 2027. Certificates issued post-implementation will have a three-year validity from the issuance date, extendable once if the product and inspection standards remain unchanged.
Approved or verification-registered products must display an inspection mark on the product body.

For products subject to type approval, the following inspection marks should be used:
The placement of the identification number should be directly below or to the right of the basic icon, with restricted substances listed on the second line.
While the inspection mark's size is not fixed, it must be prominently displayed in proportion to the product size.
The "RoHS" text means that the product contains restricted substances that do not exceed the percentage content. The "RoHS(XX,XX)" text highlights that the product contains restricted substances (XX) with the content exceeding the percentage content standard value.
