A new Decree on amendments to the Decree on Determining the Radio Frequency Bands Allocation Plan was published in Official Gazette of the Republic of Serbia No. 31 on April 11, 2025. The Decree became effective on April 12, 2025.
The Radio Frequency Bands Allocation Plan determines the allocation of radio frequency bands for certain radiocommunication services. It must correspond to the ITU Radio Regulations, relevant international legislation, and European Union regulations.
The Regulatory Authority for Electronic Communications and Postal Services (RATEL) of Serbia initiated these amendments, which affected the following areas:
1. National notes in Article 1 with regard to new notes additions:
SRB89 – "The frequency band 6000–6600 MHz is used for radio frequency services on a secondary basis”
SRB90 – "The frequency band 14–14.3 GHz is used for fixed services on a secondary basis by the Defense Authority”
SRB34AA – This note states: “RB34AA Frequency application based on an individual license for the use of radio frequency spectrum, that is granted on request, in the frequency range 470-694 MHz, for the needs of broadcasting, shall be provided to the existing holder of individual licenses for the use of the radio frequency spectrum, in the frequency range 470-694 MHz, on the same radio frequencies, until the date of issuance of individual licenses based on the conducted public tender procedure, in accordance with the Law on Electronic Communications”
2. Annex 2 – “CEPT/ECC/ERC Decisions and Recommendations Taken from ERC Report 25” in Article 2:
The phrase: "ECC/ REC/(08)02 Frequency planning and frequency coordination for GSM / UMTS / LTE / WiMAX Land Mobile systems operating within the 900 and 1800 MHz bands" is replaced with: "ECC/REC/ (08)02 Cross-border coordination for Mobile/Fixed Communications Networks (MFCN) in the frequency bands 900 MHz and 1800 MHz excluding GSM vs. GSM and for Railway Mobile Radio (RMR) in the 900 MHz frequency band excluding GSM-R vs. GSM-R".
The phrase: "ECC/DEC/(02)05 The designation and availability of frequency bands for railway purposes in the 876- 880 MHz and 921-925 MHz bands" is replaced with: "ECC/DEC/ (20)02 Harmonised use of the paired frequency bands 874.4-880.0 MHz and 919.4-925.0 MHz and of the unpaired frequency band 1900- 1910 MHz for Railway Mobile Radio (RMR)".
3. Table 1 of Article 3 includes a range of changes regarding standard and recommendation descriptions as well as some designations have been deleted.
